1990's
In order to combine work in higher education with a continued involvement in film practice, Woolley now chose to concentrate on screenwriting. With the European Script Fund he developed The Right Relationship and, in 1993, wrote Removing the Red for the BBC, a 'history' of post-war Britain seen through the eyes of a red telephone box.
From l992 to l997 he was Director of the Netherlands Film & Television Academy. Whilst there, he introduced screenwriting and production design, expanded film studies and increased cooperation with companion theatre and music academies.
He implemented exchange programmes in Europe and the US and worked with the Dutch Government on the design of the Maurits Binger Institute (now known as the Binger Filmlab), a 'Second Phase' institution for advanced training in film practice. He was on the governing board of the Dutch Film Fund and sat in the jury of the Dutch Film Festival. In l996 he received funds to write the Dutch language feature film script Looking for Love.
In Spring l997 he became first Dean of Film & Television at the Hong Kong Academy for Performing Arts with the job of shaping and launching a new School of Film & Television for Hong Kong. Working alongside and in cooperation with Schools of Dance, Drama, Music and Technical Arts he set up a programme - initially with an introductory diploma year and a three year undergraduate degree - that offered pathways in key film and television disciplines as well as courses in related historical and theoretical studies.
In 1999/2000 he returned to Europe to set up a new Feature Film Script Fund at the Dutch Film Fund. As first Intendant of the new fund, Woolley commissioned over thirty feature film scripts, several of which have since been made.
Between 1997 and 2000 he was a contributor to the monthly Dutch Film Journal, Skrien.
